Tesugen

Thomas Kuhn said, in his The Structure of Scientific Revolutions that more than one theory can always be put on top of a given set of data – and that this has happened regularly during the history of science. In the Brian Arthur interview (see below), he says something about imposing frameworks on situations – that managing is about finding frameworks that are appropriate to the situation – and that you should observe carefully until you do that, as the framework constrains.
